The Loiyangalani Trust - update for RH & RW Clutton May 2015

The second term of the academic year has just started in Loiyangalani. The academic year starts in January for returning pupils and February for new starters. Term two starts in May and term three in September, with end of year exams in November.

The pupil sponsored by the RH & RW Clutton employees, Hado Samson Labulu, is doing well. At the end of 2014 he received a B grade, which is very good and especially considering the challenging environment in which they live, with basic huts and no mains electricity. At the beginning of the year we decided to transfer a few of the brightest pupils, including Hado Samson, to Nyiro Boys school in South Horr, which is a bit more expensive but better equipped than Loiyangalani secondary school. South Horr is about a three-hour drive from Loiyangalani along bumpy tracks and sandy roads. But the environment there is very beautiful with mountains and fertile ground where vegetables and fruit can be grown. Loiyangalani by contrast has volcanic soil where it is a challenge to grow anything.

Commercial property is at the core of what we do at RH & RW Clutton – from High Street to rural business space, from distribution units to office blocks.

 

As we end the first quarter of 2015, the outlook for the commercial property markets is positive.   We all read the news and see the main economic indicators suggesting the levels of growth will be sustained - this is good news for business and good news for commercial property as these growing businesses plan their expansion.

Supply side has seen little added to it over the years of recession and with increased take-up some sectors are starting to see the availability of space tightening noticeably.  This is particularly marked in the office market where recent planning changes have allowed conversion of offices to residential without formal planning.  Several examples of these conversions can be seen nearby in Cantelupe Road.

In East Grinstead’s London Road and High Street it is encouraging for the town’s retailing that new lettings have taken place to White Stuff, Fat Face and Holland & Barrett.  Of course the town wants to keep a diverse range of independents, but we think it is a vote of confidence that East Grinstead it is back on the radar of national retailers.  We should be all pleased to see the vacancy rates come down.

The closure of RO to new solar PV projects above 5MW in Great Britain from 1 April 2015 for both new solar farms and existing solar farms seeking additional capacity, where the station is, or would become, above 5MW has already been announced: while this is regrettable (RH & RW Clutton have found many sites for landowners and solar companies which are invisible from the surrounding area), it is understandable given some solar farms have been badly sited. Whether large scale solar will be competitive under the new support under “Contracts for Difference” remains to be seen.

Wood Fuel Conference 2014

RH & RW Clutton will be exhibiting at this years’ National Woodfuel conference and Oliver Harwood will be on hand to talk through any questions delegates may have. RH & RW Clutton have been involved in wood fuel since the firm sponsored the first woodfuel study in the South East in the 1970’s, and are responsible for many wood heating schemes which secure the benefit of the Renewable Heat Incentive.

The Wood Fuel Conference 2014 will take place on Friday 17 October at Denbies Wine Estate, Dorking and is a focal point in the calendar for producers and landowners.

In association with Grown in Britain and working closely with the Country Land and Business Association (CLA) this event is key in the calendar for wood fuel and woodland management professionals. Biomass news - August 2014

The installation of over 1000 small biomass in the last year as expected has driven Government to reduce the support by 5%, from 8.8p/kWh to 8.4p.

As always, whenever a technology becomes popular the Government will step in to limit its expenditure, but while the change may knock a little of the froth off the heady returns that are available when switching a non-domestic property from oil to wood for heat, good quality projects remain profitable, particularly where home grown woodfuel might be available.

Jessica White - News - June 2014

In a new departure (perhaps for the first time in the Firm’s 271 year history) the Partners of RH & RW Clutton have offered a Bursary to an undergraduate starting at the Royal Agricultural University (Cirencester).

Jessica White, who enjoyed work experience with the firm in May, has been awarded the first Bursary and will be working for George Back and Oliver Harwood during the University vacations when her timetable allows.

Jessica (19) is from Horsham, and has shown herself to be enormously capable and a quick learner – evidenced by very good grades at GCSE and A levels, which she took at Millais School and the College of Richard Collier. She enjoys horse riding and rode out for a local racehorse trainer at weekends while studying for her A levels and plays golf and squash.

Jessica said "I'm very excited to accept this bursary offer. The work experience I have already completed at RH and RW Clutton was enjoyable, interesting and very relevant to the RICS accredited Rural Land Management degree course which I will start in the Autumn. Working for the firm during a proportion of the university holidays will give me a real world perspective on the modules and help me to get the most out of the course."

Solar Farms – Last Chance Saloon?

The announcement by Government of proposals to stop current support for large scale ground mounted Solar farms from April next year (leaving them to navigate the untried and untested proposal for ‘Contracts for Difference’) has thrown a spanner into the works of the fast growing solar industry.

If you have been considering solar but have been in two minds, and have suitable land (25 acres or more, outside designated areas, relatively flat and well hidden from neighbours, without footpaths and most importantly near or under a 33kV power line) you should urgently contact Oliver Harwood – he might be able to help you secure a scheme.

But do not delay: while a solar farm can be built in 8 weeks, the planning and grid connection negotiations take at least 6 months – hence the urgency.

Happily, Government has affirmed its continuing support for roof mounted solar, where profits can be made, especially where investors can make use of the energy that they generate.

Woodfuel supply – new rules to qualify for the Renewable Heat Incentive

Many of RH & RW Clutton’s clients are involved in supplying woodfuel for biomass boilers, either as self- suppliers or selling to a wider market.

This week Government took steps to ensure that the carbon emissions associated with the delivery of woodfuel are accounted for: later this year claimants for the Renewable Heat Incentive will need to show they have purchase sustainable woodfuel.

Woodland owners are being invited to register their biomass fuels, which is free but involves completing an assessment of the operations to show how much carbon is used.

For most local woodfuel supplies these emissions will be tiny, but EU regulations require that to qualify for renewable incentives one must prove that the operation saves at least 60% of carbon emissions compared to the average.

Domestic Renewable Heat Incentive - 9th April 2014

Domestic Renewable Heat Incentive

RH & RW Clutton today (9/4/14) welcomed the launch of the domestic Renewable Heat Incentive (RHI), while advising that where circumstances allow the non-domestic scheme offers better returns.

“It can be relatively simple to extend a scheme to include more than one property” said Oliver Harwood, Partner responsible for renewables at RH & RW Clutton “We have designed and managed many installations for clients where the farm office (if separate from the farmhouse) or a nearby cottage share the same boiler and thus qualify for 20 years of payments rather than the seven offered under the domestic scheme”.

“while the initial payments look generous, they do require a green deal assessment and must be installed by a MCS accredited person” added Oliver “which adds to the upfront costs which will be higher than a non domestic scheme owing to the economies of scale that can be achieved with a larger installation”.

“I am concerned that many companies will be offering poor advice – such as fitting ground source or air source heat pumps into inappropriate buildings or adding them to conventional central heating systems” he said “ and would hope that householders are not taken for a ride – it is much better to get an independent professional to advise on all the options – including the non domestic RHI and  Feed In Tariff for renewable electricity”.

Key points – notes for editors

Domestic RHI

Installation must be by an MCS qualified person

Before applying for RHI support, all applicants will need to ensure that:

a. a Green Deal Assessment (GDA) has been carried out to find out which energy efficiency measures are cost-effective for the property;

b. loft insulation (to 250mm) and cavity wall insulation have been installed where these measures are recommended by the GDA; andc. where the GDA shows the required loft and cavity wall insulation is yet to be installed, an updated Energy Performance Certificate (EPC) is obtained following installation, as proof of installation (or valid evidence is provided proving why installation was not feasible)

The renewable heat generated will be estimated in most cases for payment purposes. For biomass and heat pumps, it will be based on an estimated figure of heat demand from an Energy Performance Certificate. For heat pumps, this will be combined with an estimate of the heat pump’s efficiency to determine the renewable proportion of the heat. For solar thermal systems, the payments will be based on the estimate of system performance completed as part of an MCS installation. Those applying for a space heating system who have a back up heating system, such as an oil boiler, or people applying for a second home, will need to install metering equipment on which the RHI payments can be based.

The deeming calculation for biomass and heat pumps will be the EPC estimated heat use (in kWh) of a property after the installation of the required energy efficiency measures.

Where the Assessment identifies that the measures still need to be put in place, the figure will be taken from the updated EPC completed after their installation.

The rates payable for 7 years are as follows:

A biomass boiler would generate a payment of £2,928pa payable quarterly, or £20,496 over 7 years, which is roughly the cost of installing the system before fuel and maintenance costs.

Accordingly, in most cases the non-domestic scheme will deliver much better payback.

Stewardship payments and transfer of land

RH & RW Clutton - which has been involved in setting up many stewardship and woodland grant schemes for clients - is pleased to note that at least a part of the confusion arising from the reforms of the CAP (due in 2015) which affect agri-environment schemes (including forestry) has been resolved.

Environmental Stewardship is in a transitional stage pending the start of the next Rural Development Programme in 2015 and following the end of the previous programme on 31 December. The Information Note published by Natural England on 7 November 2013 caused concern to all those who were in the process of selling or renting land under an ELS or HLS agreement. Natural England had stated that it was unclear how/if changes to existing agri-environment agreements might be processed after 12 November 2013, so that it might not be possible for them to be transferred on the sale of land or grant or termination of a tenancy.

Reducing support for renewable electricity-Feb 2014

With effect from 1st April this year Solar tariffs for new smaller systems of 50kw or under will reduce, while those connected before the 1st April will be guaranteed the existing rate and RPI Indexation.

New systems under 4kwp will receive 14.38p/kWh generated.

Larger domestic systems (4-10 kWp) will get 13.03p/kWh. 

Farm and small industrial roof scale solar of 10 - 50 kwp will get 12.13 p/kWh,  while slightly larger ones (50 - 150kwp) will remain at 10.71p/kWh.

The rate for larger industrial roof scale (150 -250kWp) falls to 10.25p/kWh,

Ground mounted systems up to 5MW remain at 6.61p/kWh.

Biogas Opportunities for Farmers and Landowners

On Thursday 16th May, RH & RW Clutton's Oliver Harwood was invited to give the keynote speech to the Nextgen Oxfordshire AD Seminar and site tours.

Biogas is made in an air-free tank by gently warming the feedstock which is digested by the same bacteria that inhabit the gut-effectively they are concrete cows, but importantly without a palette (thus will digest any food which contains energy, provided it is not woody).
