The Government’s plans for rental reform

The Spring Levelling Up White Paper will include several new proposals which will have an impact on the private-rented sector in the UK.

 The Government’s Department for Levelling Up, Housing and Communities has announced a package for private-rented sector reforms in England will be included in the Spring’s White Paper.

The announcement includes the following proposals:

  • All homes will have to meet the proposed Decent Home Standard, which aims to reduce the number of non-decent homes by 50% by 2030.
  • Address poor energy efficiency by providing funding to improve the worst performing homes.
  • Launch a consultation on a mandatory national landlord register which hopes crack down on rogue landlords.
  • Abolish the Section 21 Notice.

The Government also has intentions to turn “Generation Rent into Generation Buy”. It recognises the affordability issues faced by first time buyers and intends to launch the First Homes Scheme. The scheme would provide a 30% discount to local young people and key workers to help them purchase a home.

It is hoped that the Government will carefully consider the potential impact its proposals could have on the private rented market.
