What’s next with the Renters' Rights Bill?

The Government’s Renters' Rights Bill has now completed its Third Reading in time for Parliament’s summer recess. The Bill is an upcoming piece of legislation set to change the Private Rented Sector. Further progress is expected in early September, when the Bill will return to the House of Commons.

Key Provisions of the Renters' Rights Bill

The bill introduces new protections and more rights for renters and intends to improve housing quality.

  • All Assured Shorthold Tenancies (ASTs) will convert to periodic tenancies
  • Abolish Section 21 “no fault eviction” Notices and expand Section 8 Notices' grounds for possession
  • Rent reviews will be limited to once per year
  • Rental bidding wars will be banned
  • Apply the Decent Homes Standard, to ensure tenants live in safe and decent homes
  • Apply Awaab’s Law to the PRS which requires landlords to address hazards within a specific timeframe
  • Introduce a Private Rented Sector Database and Landlords Ombudsman
  • Prohibit discrimination against tenants with children or in receipt of benefits
  • Landlords will be unable to refuse pets, without good reason

The Government intends the Renters' Rights Bill to create a better and more transparent rental market. It is anticipated to come into effect later this year.
